With that said, if you’re in the research phase, it’s good to know about all of the different aspects of getting a boiler installed. Let’s start with New York State:
New York State Boiler Installation Regulations
All boiler installations must comply with the New York State Uniform Fire Prevention and Building Code, which governs construction standards throughout the state. The work must be done by qualified professionals, and boilers that are in dwellings with more than six families must be inspected every two years by the Department of Labor.
HVAC contractors in the state must carry Workers’ Compensation Insurance if they have employees, General Liability Insurance in excess of $1M (submitted along with permit applications) and disability benefits insurance for employees, if applicable.
Village of Saugerties Boiler Installation Laws
In Saugerties, a building permit and an electrical permit (issued after a certified third-party inspection) is required for boiler installations. Multiple inspections may be conducted throughout the inspection process of the boiler itself, and any chimneys, flues or gas vents.
Permit application requirements include scaled plans and a site plan, which implies that proper documentation, including equipment specs for boilers, must be submitted.
Town of Saugerties Boiler Installation Laws
The Town of Saugerties requires a building permit for any new boiler installation. The request must be submitted in person or by mail. If it is issued and the work is completed, the Town Building Inspector will then perform a final inspection to ensure that the boiler, venting and fuel connections all meet code.
The Town requires contractors to provide proof of Workers’ Compensation and general liability insurance with the permit application. All electrical work must be done with a recognized third-party inspection agency.
Town of Ulster Boiler Installation Laws
In the Town of Ulster, replacing a boiler requires a building permit from the Town Building Department. When completed, the Town Building Inspector will conduct a visual inspection to make sure that the venting is correct, the fuel gas piping is secure, clearances are adequate and the installation meets code requirements.
The Town of Ulster does not issue local HVAC licenses, but all contractors must carry liability insurance and workers’ compensation, proof of which is submitted with the building permit application. If everything is up to code, the town issues a Certificate of Compliance to close out the permit.
Town of Woodstock Boiler Installation Laws
The Town of Woodstock requires a building permit for installation of any new boiler in residential and commercial properties. Once the permit is obtained and the boiler is installed, the Building Department will perform a final inspection.
Town of Catskill Boiler Installation Laws
In the Town of Catskill, you must obtain a building permit to install or replace a boiler. However, there is a wrinkle: if you are swapping in the exact same model unit, with no change to fuel type, venting or capacity, you may not need a permit thanks to the “replacement in kind” exemption.” However, it’s best to check with the Code Enforcement Officer first.
The Code Enforcement Office will inspect the boiler after the work is completed, and a third-party electrical inspector must check the electrical work.
When you submit the building permit application form, there is a $50 base fee at this time.
Village of Catskill Boiler Installation Laws
In the Village of Catskill, you need a building permit for the installation of a boiler. Once the permit is issued, the boiler is subject to inspection from the Village Code Enforcement Officer. Any electrical work must be performed by a Greene County licensed electrician, and then inspected and approved.
The building permit application must detail the work (the form will ask for description of the project and the contractors). You must also submit two sets of plans or specifications for the installation, if applicable, showing the equipment and hookup details.
Town of Coxsackie Boiler Installation Laws
A building permit is required for any new boiler or heating unit in Coxsackie, although there is possibly an exemption for exact replacements. An inspection by the Town will verify that the boiler is installed up to code, and a certificate of approval from an electrical inspector must also be provided to the building department.
The Town of Coxsackie does not license contractors locally, but it does enforce standard NYS requirements. The final inspection should be done before the boiler is put into regular use. After passing inspection and providing any third-party electrical approval, you will receive a Certificate of Compliance indicating the installation meets all municipal requirements.
Town of Windham Boiler Installation Laws
The Town of Windham (Greene County) mandates a building permit for installing a new boiler or replacing an old one. This applies to both one- and two-family homes and commercial buildings in Windham. However, similar to other municipalities, if you are replacing equipment with an identical unit that does not change any specifications or connections, the town may not require a permit under the uniform code exemption.
The Code Enforcement Officer will conduct a post-work inspection, and any new electrical hookup must be done by a Greene County-licensed electrician and inspected afterwards. If everything passes, the town will then issue a Certificate of Compliance.
City of Hudson Boiler Installation Laws
The City of Hudson requires a building permit for any boiler installation or replacement. The City’s Code Enforcement Office will perform a thorough inspection after the boiler installation, and the City also will require you to hire a certified third party electrical inspector to ensure that the wiring was done correctly.
Prior to closing up any walls or finishing the installation, ensure that required inspections are done. In Hudson, you may need a rough plumbing inspection (to test gas lines) and an electrical inspection sign-off before final. After the boiler is fully installed, schedule the final inspection with the Code Enforcement Officer. They will check the installation on-site and also require proof of the electrical inspection. Once all is satisfactory, the City will issue a Certificate of Compliance.
